The key to making safe pet toys is to avoid toxic or potentially dangerous supplies. For example, a stuffed toy with button eyes is a choking hazard, while a stuffed toy with felt eyes or embroidered eyes is much safer.
Many people make a quick and easy puppy toy using an old sock and a tennis ball. They simply stick the ball in the sock and knot the open end.
